Step 1. Before anything else, boot your computer with the Windows 10 installation drive.
Step 2. When the setup process starts, press "Shift+F10" to show the command prompt.
Step 3. Now enter the following commands in the command prompt.
d:\windows\system32\utilman.exe d:\windows\system32\utilman.exe.bak copy d:\windows\system32\cmd.exe d:\windows\system32\utilman.exe
Step 4. Then enter "wpeutil reboot" on command prompt to restart your system.
Step 5. When the login screen appears, click on "Utility Manager" to show the command prompt.
Step 6. Enter the below command to add another user account to access your files.
net user/add net local group administrators /add
Step 7. Then reboot your system by entering "wpeutil reboot" on command prompt. Finally, access your desktop with your newly created account.
Step 8. On your new desktop, navigate to Start Menu > Computer Management
Step 9. Then navigate to Local users and Groups, select your local account and select the option of "Set Password" and enter your desired new password.
